For the sake of simplicity and honouring the old Classic Mac OS ways, applications, preferences etc. could be on the first level of the “Haiku” drive.

Classic Mac OS did this (and macOS also does). It was so simple. Localisation also works unlike the Deskbar blue folders.
I hope @X512 one day finishes his menu patches that will allow better navigation using keyboard buttons, and make the experience a lot more fluid.
