Despite having my focus mode settings on the default of “Click to focus and raise”, the OS behaves as if “Focus follows mouse” is on.
Is anyone else experiencing this bug? And any suggestions on how to fix it?

Are you using the Autoraise desktop applet? It overrides the Input Preference.
It’s an easy thing to click on accidentally. If you see the Autoraise icon in the tray area, just rightclick it to get a menu that lets you remove it.
