Yes, this package is meant for bootstrapping a JDK 8 only, and is in fact based on JDK 8 sources.
We do not plan to bring a JDK 7 to 64bit Haiku.

Yeah, according to mmlr comment these bootstrap packages should be in buildmaster/initial-packages.
Using a different name for the recipe helps to avoid a cyclic dependency.
