So I installed the haiku community sound pack and none of the window sounds seem to work but the startup sound does and yes I configured it right
Yes, that is currently the case.

IIRC windows don’t produce sound events so it can’t be played but, sound events produced by apps or applets are working.
For example, among the few apps generating events, there are also BeShare and Vision.
Among applets, USBDeskbar (old but still useful) can generate events when you plug/unplug a device.

That pack is a bit misguided, it was produced in the sound contest… but nobody bothered to first check if the sound events even make sense, and most were broken which made these sound packs untestable before voting on them, and the events are still broken
