Windows 10 does afaik
At least it should be reserved for advanced users who know what they are doing (I still have some CRT displays here 
)
And indeed it is questionable if any SDL game should be allowed to switch the resolution, and if the idea of having different resolutions in different workspaces is useful at all in the mordern world.
