EU keyboards (Alt-gr)

I’ve been thinking a bit more on how to solve the EU keyboard mess on Haiku.

One Major problem I see is that alt-gr+key for special char is something that works on Windows keyboard layouts, which use ctrl as a primary modifier; but we use cmd/alt.

That means that even if alt-gr works as it’s own key role it is no longer possible to resolve conflicts like the alt usage “alt+q is quit”
and the alt-gr usage “alt+gr+q is @”

I guess the “best” way to fix this is not use the alt+gr key but the opt key… a.k.a windows key, which is what MacOS does.

Should there be an option then in keyboard preferences to use Macos Style opt+char; or alt+gr+char? with the caveat that altgr useage disabled the alt type keyboard shortcuts there?

Edit: the “use windows style” layout option could then also be improved to be better than just a ctrl-alt swap, that is the windows version of the layout could properly implement alt+gr like it would work in windows
