You can use Nextcloud,it’s client is available in the HaikuDepot.
Nextcloud is more or less the same as Dropbox,but it’s free software and can be self-hosted or used at different providers.
If you only want to sync some HTML files,the free 2GB at Disroot should be enough: Cloud | Disroot.org
There is supposed to be an app called Pony Express in the depot that will let you access your Dropbox content. I’ve never gotten it to work, but it’s been a while since I tried.

It was a bit of a hassle to get it working properly. Got a lot of errors initially and could only get it to download to Haiku; no uploading.
Not entirely sure what did the trick in the end, but it started working after setting the time in Haiku to “UNIX Compatible” and the correct time zone in both Haiku and Dropbox. I also changed the language to US-English on Dropbox. And a restart of the app.
Thank you @bighill @nipos and @michel for your suggestions! I decided to go with a cloud based tiddlywiki solution https://tiddlyhost.com which seemed to be the simplest solution for my immediate needs. Thanks again!
