Isn’t buildmaster based on Beta5?
Occasionally changes get cherry-picked into the beta5 branch but the builders don’t get updated. From what I’ve been told it’s not a fun job to update them. The builders are currently running r1~beta5_hrev57937_111 but the most current version is r1~beta5_hrev57937_129

How to open DockBert Preference menu?

Right click on the “Haiku Menu” icon to summon the context menu and select the preferences item.
IIRC, I’ve made a change to show it on a default installation.
This feature was already available in Dockbert since ever, if it does not appear for whatever reason you can drag and drop the deskbar folder onto one of the Dockbert’s tabs.
If you have a custom made deskbar folder you can drag and drop it in place of the default folder.

Actually with the actual version, it is broken and you can’t. That is one the things the new version was supposed to fix. Unfortunately, due to a recent change in Haiku, new version is delayed.
If you’re using beta5 and old Dockbert is still working, you can use methods explained in above posts. You can open configuration using hey like explained by janking, or you can modify Dockbert settings by opening the setting file with Kottan like explained by Nexus-6.
