Yes, but it works a bit differently than other calculators. There are functions that can be called like hex(), bin(), and(), xor(), etc… The bundled manual (available from the help menu in the app) is pretty decent.
Edit: I was too lazy to boot into Haiku to take a screenshot but here is an example from my Linux box. You can enter numbers in any format and do direct conversions or bit manipulation. There is also a GUI for basic bitfield manipulation but I don’t have that turned on.
