So it is safe to just run pkgman full-sync all the time, then?
If you are on beta yes, on nightly it’s the same as always, updates “can” brake some thing.
I always use pkgman here, just when I have too many divergent packages I skip full-sync and run only “pkgman update”.

Sure. Just beware of the implication that it will deinstall unobtainable packages, for example local builds (with patches) of ports. And is also allowed to more aggressively deinstall other packages to bring in updates.

No, that’s not correct. It will downgrade any packages you have which have only older versions in remote repositories, yes, but packages that are installed locally but aren’t found remotely will be left alone.
