If people need special software, they need to start collecting money and searching for extern devs to do this work. The problem is, many new people comes around and shouting around that they need and that must be done.
Start do learn development, start a project, place them on git hub and ask for help, thats the right way. And if some one can get a expierience dev and pay for him, is the second good way.
