So I need more time for investigation and understanding the problem!
Because reFind is not installed with a installer or a setup routine, User have to manually create the Efi-Folder and put the renamed bootx64.efi (reFind.efi) manually into the “BOOT” folder.
So Windows is not able to see it at booting!
If I manually start Windws it will start from the Windows boot manager only efi/boot/windows/bootmgr.efi and not seeing the efi/boot/bootx64.efi
So The OS Boot Manager is not a submenu and expandable. Yes, clicking on it just launches just the same loader!
In other words, when clicking on it, can you see another list with “Windows Boot Manager” and “refind” entries? You say, you can change boot options to launch efi/boot/bootx64.efi , how do you achieve this? Via “load from file”?
Yes, I have to navigate manualy through the menus at boot with the arrow-keys…

With help of this tool, I managed to get my bootorder at boot registered!
Now the entries can be choosen at boot!
However, choosing to load EFI/boot/bootx64.efi will start Windows!?
The entries can now seen with “regedit” in Windows:
I boot my UEFI Systems with refind, because i get a beautiful menu.
For Haiku i just copy the EFI Files from the bootstick, but that could be automated
