As i have seen in a previous post, Axel OpenTracker will be the default tracker in Haiku, so to localise a good part of the system, we could already translate openTracker files.
But about system apps (like Screensaver, network, screen, …), is there any “translation kit” already planned for R1 ? Or if we start to make text files with app sentences of different apps, would it be usefull or a big waste of time ?

What you’re looking for would be Localisation, and theres a chance that the OpenTracker localisation system will be system-wide by R1, maybe. I’d suggest contacting the mailing list to ask though.

It's not planned for R1.
Althought, it could be there by R1. Or not. But, as already stated by R1 objectives, it's not mandatory for this milestone.
This new kit, dubbed (how imaginative is that ;-)) Locale Kit, will be the one in developement on OpenTracker CVS. Most probably.
I guess one day it will be imported into Haiku SVN.

I dunno what kind of format this Locale Kit will use to store his catalogues files.
So, maybe it's not a whole big waste of time, but a) one maybe will have to write a small converter tool in the future and b) these systems apps source code will be modified to use the new Locale Kit and, in the process, screw part or all these translation files content. :-\
