Haven’t engaged much in this thread, but as a non English speaker I can understand the need for translation tools, I also think this has been the case for years without being a problem and suddenly it becomes one?
So my vote, let people who are not able to express themselves in English use tools they see fit to express themselves, and if need be reply to questions being asked about given comments.
Sorry if there are typos here, human interaction.

I have real doubts that by the time policy has been sorted out, there will be any such thing as automatic translation like Google translate etc., that’s guaranteed to not use an LLM.
It’s great that Haiku people are onto this stuff, but maybe a more productive approach, if this is an important matter, would be banners like
Naver Papago is a recommended translator - 네이버 파파고가 추천 번역기입니다

+1. I would never trust a machine translation without any basic knowledge of a language, but it really helps (me) to express more clearly and avoid misunderstandings. That’s the reason i like the policy 3: Encouraged but not forbidden.

I don’t use translators for forums in general, but I can understand in case it’s very helpful for some people, they use translator of any kind
Neither do I, had a great tutor back in the days by Monni correcting me where I went wrong 
It’s just also that the native speakers sometimes use words for which I have to use a translator to know what they mean by that word.
Many comments here sound like anyone would want to forbid translators completely.
That’s absolutely not the case,and as Begasus correctly noted,they’ve been in use for years without big problems.
It’s only about LLM-based translators that can hallucinate and change meanings,and are trained on pirated content.
Currently the traditional sort of translator is available almost everywhere and the majority is probably still using one of that sort.
If they become harder to find in the future,I like donns idea to suggest one or a few known good translators.
In theory, Policy 2 doesn’t sound that bad. I mean, if someone has issues expressing themselves in English, at least they have a chance that way, right? What could possibly go wrong? Well… everything. Apart from the unavoidable and already mentioned hallucinations and environmental concerns, whoever uses LLMs for translation will never get better at English, and will always rely on such a “tool”. Even if they had some knowledge of the language, they will eventually forget what they knew. In the same way that people using their “smart” phones too much basically forget any grammar and orthography, even on their native language.
Personally, I never liked English - which by the way is not even my second language. Still, it is the lingua franca of our era, I like it or not. I had to learn some English, at least to some acceptable level so I could (usually) be understood. But I never used LLMs for translation. Instead, when in doubt, I use dictionaries like wordreference and grammar forums. It doesn’t take more than a minute or two, and I learn something in the process. I don’t know about you, but such a “method” is much better than letting a machine do the job and cross fingers it won’t produce a crappy translation.

On a somewhat related note, could we encourage use of the International Section by having it appear in the left-hand sidebar by default? I know, it’s just two mouse-clicks away, but sometimes eliminating a mouse click is all it takes.

In case it isn’t clear, none of these proposed policies ban the use of translators completely. Policy 1 only bans the use of LLM-based translators, whilst still allowing the use of traditional translators such as Google Translate on classic mode.
There’s already an international section, so we could encourage to use that instead of relying on machine translation. Any community member then could provide a translation of the main topic if no one knows the language and the topic is still unanswered for some time.

It’s in the left sidebar for me, though they’re alphabetical so I have to scroll down to see it.
Well I was mostly neutral/little bit favour for LLM translation, but I hope we will see less of:
“You are absolutely right”
“Why this matters”
“This is a smoking gun”
And so many other statements LLMs add unnecessary.
Every other social media has been corrupted by LLM posts, it looks like nobody wants to put effort in writing anymore which is very sad :’(
