Hello, i see some v4l things on the source but i dont know how can it work or how make it work right now, is posible to have this TV card working on X64? it is with the v4l sources no?

Short answer: no.
Long answer: you can reimplement the v4l driver for Haiku. C/C++ and driver development knowledge required.
