libroot: remove ATOMIC_FUNCS_ARE_SYSCALLShrev47741
GCC knows whether these functions need to be implemented using syscalls
(or more clever solutions like in Linux) and calls libgcc in such case.

I also have this problem on hrev47826 with an i5-3230M

It puts the hardware in danger of overheating. I wouldn’t want to run a computer that way.
