Some people I know who have used it said that it is unstable and don’t work on all machines. And if it is not maintained currently, we need a new maintainer?

I believe the best chances for this to happen is to involved the locale BeOS communities in each country.
If you know anyone in the Korean BeOS community, please encourage them to get involved in the project and contribute with both input and coding to make sure that Haiku does get the input method that they need for their language.
