OK I see. There is a ticket for extracting the HVIF from the HPKR in a similar way anyway so maybe this makes sense in the larger context of doing both of these things. It would require that each time a repository is updated that any changed packages HPKGs need to be downloaded so it will be slower, but probably that is acceptable.
