/boot/system/non-packaged/bin not in PATH for noninteractive shell contexts

/boot/system/non-packaged/bin appears to be missing from $PATH when commands are executed in noninteractive contexts, such as when specifying remote commands with rsync ... -rsync-path ... to a Haiku nightly box.

Which configuration file can be modified in order to add new directories to $PATH for noninteractive shell contexts?

/boot/home/config/settings/profile maybe.
Or /boot/system/settings/profile.

It’s not added by default for security concerns iirc as it will allow easy shadowing of system programs
